Subject: Special instructions to All agents of the Feline Freedom League
In an effort to streamline the reporting process, with the creation of the new Feline Criminal Investigative Service, it has been decided that each feline agent will produce a report every few months rather than all agents producing reports each month. This is due to complaints that agents spend more time writing reports than observing humans for signs of their plans for feline-kind. To that end, we are instituting a new rotation for reporting. Each team will compile a quarterly report and submit it in staggered quarters. Team W will be split with three felines on a report team.
Starting next month, Team H, comprised of Agents Trouble and Pica will begin the new report three month rotation starting in January. Team W1, comprised of Agents Cuddlebug and Luna will begin reporting every three months beginning in February. Team W2 comprised of Agents Mulder and Smudge will begin reporting every three months beginning in March. Team W3 will comprise of Agents Smudge and Snickers and will begin reporting quarterly in April.
I have included the full contents of the instructions from Director Shadow in this directive. This change is mandatory and failure to adhere to the new directive will result in disciplinary action. The first violation will result in the filing of a Discipline Notice Report (DNR) on the agent in question. Multiple DNRs will result in termination of Agent status and expulsion from the Feline Freedom League.
Failure to comply with any part of this order will result in serious disciplinary action.

Due to the formation of the new Feline Criminal Investigative Service, agents are hereby instructed to reorganize their teams and their methods of reporting. Larger teams will be split into reporting teams of two agents, where possible. Should any of the larger teams have uneven numbers, one team is to be comprised of three agents.
Team reports must be submitted every three months, in a strict rotation to be determined by you and your staff, utilizing the standard form RF-271/9. Each report must be as complete an account of the three months as possible. All portions of the form must be completed by each submitting agent, with no exceptions tolerated.
The new procedures will take effect in January. Please ensure that all agents are apprised of the new reporting procedure and adhere to the schedule. Any issues that result from this procedural change are to be dealt with at your level. As with the agents involved, your compliance is mandatory.
This report methodology change is mandatory and failure to adhere to the new directive will result in disciplinary action. The first violation will result in the filing of a Discipline Notice Report (DNR) on the agent in question. Multiple DNRs will result in termination of Agent status.
